In reply to the question asked in endorsement on the application of Capt Wilder in the case of Mr. Armstead dated 13th Nov 1865— I have to report that this property has not been sold at confiscation sale.
Cap't Wilder referred to the notice given by the U.S. Marshall in all sales of confiscated property "that all Govt improvements were reserved."  He evidently supposed the same rule would apply in the restoration of property.

I have the honor to forward herewith the papers in the case of Messrs. Bridgeman and Bickley— Please notice

1st Endorsement and reference of Mr. Bridgemans case to Gen. Terry dated July 8th 1865 (Page 1 & 2) 
2d Special Order No 196 dated Hd Qrs. July 21st 1865 (Page 5 & 6) restores the property to Bridgeman
Order from Bureau Refugees &c dated July 15th 1865 (Page 3) orders me to be satisfied with the decision of the U.S. Court- on Page 4 is the decision of the Court in the case, which orders the property to be returned to Mr. Fisher— On October 2d (Page 7 & 8) in conformity to the decision of the Court, Mr. Fishers property is restored—  I think that I made an endorsement on this order that as a decree could not be obtained by the U.S. Courts Mr. Fisher should receive the rents— I am not sure that I made the endorsement but such was my opinion at the time—  Order Head Quarters (Page 9) was received and telegram Page (10) sent Oct 11th 1865 (Page 11 & 12) to Genl Terry from the Secretary of War that he declines to take action in the matter— considering this order revokes the order of Oct 11th I forwarded the communication of Oct 21st (Page 13)
On November 14th I received the telegram of that date (Page 14) and on the same day telegraphed Capt Flagg as appears on Page 15— On November 16th I wrote to the Commissioner (Page 17) for instructions—
The letter of same date (Pages 18 & 19) is the last instructions I have received, please inform me if they are to be carried out contrary to the orders of the Hon Secretary of War, or shall I make the order to Capt Flagg of Nov 14th
