I am informed by Prof Whipple of the Am Miss Assn that all applications for needs made by the Asst Comr which the Bureau cannot supply will be referred to the Maj Genl Commissioner and that the Society will devote all its means to the educational work— I beg leave to state that on account of the suffering in the Petersburg District for want of clothing for women and children I wrote Prof Whipple on the 5th of November of which letter enclosed is a copy
Please inform me what course I shall adopt to secure clothing for these persons
