The "Committee for conference with the Superintendents of Freedmens Bureau" will doubtless meet soon - I would therefore respectfully ask for instructions -

Shall I take the position that they must by legislative action secure the same Civil rights and immunities to the Freedmen as to whites before the Federal protection of the Freedmen will be withdrawn
