I was informed by Prof Whipple that the Hon. Sec. of the Interior "doubted whether" Government Land in Florida could be set apart under the Bureau bill so as to secure the title to the Freedmen "

I would respectfully suggest that Florida is under Martial Law and that an order from the General commanding the Department that "no lands" set apart by the Bureau should be preempted would be sufficient guarantee for the Freedmen until they arrive on the ground - as soon as [[strikethrough]] when [[/strikethrough]] they arrive they can hold the lands under the Homestead bill.
     
I will telegraph if the bill now before the legislature passes on Monday as I hope.

No. 46 for Henry Dancey and Isabella Dancey from Ft. Monroe Va to Edgecombe Co. N.C. 

Destitute Freedpeople - to relieve the govt of their support - dated 14th inst

No. 47 for Eliza Savage - from Ft. Monroe Va to New York City N.Y. - Destitute Freedwoman to relieve the govt of her support - dated 16th inst

No. 48 - for Priscilla Ann Harris - From Ft. Monroe Va to Philadelphia Penn - Destitute Freedwoman - to relieve the govt of her support - dated 16th inst
