General
I would respectfully ask for instructions in the following class of cases

Many of the farms held by the Bureau have been worked by the paupers dependant on the govt for support - the cost of carrying on these farms is more than the value of the crops.

I would respectfully enquire whether rent is to be paid pardoned owners for such farms from the date of pardon

Enclosed I have the honor to forward for your information a copy of a communication from Surg J.J. DeLamater Chief Medical Officer of the Bureau for the State asking for an ambulance with an endorsement from Col. Wm. James Chief Q.M. Dept of Va. Also copy of a telegram from Capt Stuart Barnes A.Q.M. and Supt 2d Dist respectfully asking that some immediate action may be taken for supplying the Officers of the Bureau with the necesary transportation to perform their duties Col. James informs me that as the orders for the turning in of the transportation (G.O. 146 & 163 C.S. War Dept) comes from Lieut Gen Grant he could only issue on the orders of the Sec of War. Col James still declines to order the issue of Q.< Stores to officers of the Bureau on Requisitions made under G.O. 147 C.S. A.G.O. until he can get the decision of the Q.M. Genl as to whether or not serviceable stores can be turned over under that order

Unless a new order is soon received authorizing [[strikethrough]] a [[/strikethrough]] the transfer of serviceable stores by the Q.M. Dept [[strikethrough]] by [[/strikethrough]] to officers of the Bureau to enable them to perform
