I have the honor to forward herewith supplementary Rolls of Colored men that worked for the Dept of Negro affairs before the Bureau was organized.
These men were reported on Quartermasters Rolls but were discharged without certificates. The reason for thus discharging them were
first ,the uncertainty of obtaining money from the Q M Dept for this payment and secondly - if paid in certificates such certificates would be of little use to them, as they, when given were in a great number of instances lost, or sold to speculators for a small amount.

when I was relieved from duty at Norfolk. I transferred the names of these men in a supplementary Roll to Captain A.S. Flagg. A.Q.M. my successor at Norfolk. I supposed they had been paid, until a few days since I learned from Captain Flagg, that he had returned the Rolls in December last, with the statement that he "did not feel authorized to pay them" The Rolls with the litter accompanying them were received at this office. The Rolls herewith transmitted are made up from a careful examination of my forms No 2 and 15.
As these men were borne in Q M Rolls and the proceeds of their labor was turned over to the Q.M. Dept, I would respectfully ask that the Quartermaster General order Captain Flagg A.Q.M. now stationed at Norfolk as Superintendent in the Bureau to pay said Rolls from Q.M. funds.
