In compliance with your communication of March 22nd last calling my attention to complaint against Capt Stuart Barnes Supt. 2nd Dist. and directing me to send a detective to investigate the same. I have the honor to report that I have done so and herewith enclose official copy of the report of the Detective Thomas W. Roche. Upon my application for additional information the name of George Prince was given me as one able to afford it

I respectfully enclose a copy of letter from Col. Mallery to that officer and his answer. Please inform me if any further information is desired in reference to this matter.

I beg leave to state in this connection that at the time of the breaking out of the war Capt Barnes had failed in business and had succeeded in settling with his creditors — His friends aided him so that he was enabled to retain a large amount of the note due him which were not at that time available during the war many of the notes have been paid so that I think Capt Barnes can drive good horses without doing injustice to any one - I know from personal examination of Capt Barnes books and accounts that they are kept in the best possible manner I also know that he attends faithfully to the duties of his office.
