present financial circumstances of the Bureau of such an additional force as may in certain portions of the State which are thickly peopled with freedmen be necessary for the above object.

In addition to the increased clerical force there will be a considerable expence required for furnishing proper blank forms of registration.

I have the honor to forward herewith copies of the following papers in relation to the boy Gordon. viz
A. Letter of Hon: Mr. Eliot
B. Report of Col. Anderson
C. Certificate of Mayor of Petersburg
D. Communication of  R. D. Pegram

Thinking that some difficulty might arise in an attempt to remove the lad from the custody of the civil authorities, I called on the Governor in person and obtained his endorsement on Mr Elliots letter_ I then called on Genl. Smith. AAG. who who endorsed the letter as shown in the copy. I then referred it to Capt. Barnes. 25th ult._ On the 26 I sent the following telegram to Capt. Barnes. "Send the boy with the evidence at once"  On the 27th I received the following telegram from Capt Barnes, "Col. Anderson declines to take the boy from the Civil Authorities"  I immediately sent the following "Have you showed Col. Anderson the endorsement of Genl. Smith_ Answer immediately". The following telegram was received in reply. "Yes, he has the papers in his possession_ 

As will be seen, the report of Col. Anderson does not agree with the statement of Mr. Eliot. It appears that the boy was never in the custody of the Military.

Capt. Barnes is engaged in an investigation of the case. if any new points are developed, I will promptly advise the Commissioner
The original papers in the case are in the hands of Genl Smith AAG. who I learn forward them to Genl Grant. tonight
