I have the honor to acknowledge your communication of the 16th inst, relative to my answer to yours of the 14th inst, on the Subject of reduction of Officers in this State. I beg leave to call your attention to the fact that in your letter of the 14th inst was not considered by me to be as now stated, one "enquiring what reduction in force could be made without damage to the Bureau, but as asking my opinion of a plan for reduction to nine (9) Superintendents, and from five (5) to eight (8) Inspectors. 

General Sewell agreed with me in thinking that the above enquiry contemplated very extensive reduction, and under that impression I answered, supposing another plan which would retain many more officers than those mentioned in yours of 14th inst, and would not destroy the system now established.

I will now state that while I was of opinion that from the diminished duties of the officers arising from turning over of cases to the State Courts, some reduction could have been made without absolute injury. I received your present communication on the subject with much pleasure, as it does not indicate the immediate and complete disorganization of the Bureau, as was apparently involved in the proposed plan.
