Aside from this it appears to me that the same reason, Viz: the difficulty of communication between Richmond and the sections above named, Which renders it eminently proper that they should not be included within the Department of Virginia, applies with equal force to the question whether they should be included within my jurisdiction as Assistant Commissioner.-
Permit me also to suggest that all orders which I may give in relation to affairs in these sections will be subject to revision not only by Genl Hancock or General Auger, but by the local Military Authorities there, and that while I could not except to such revision by Genls Hancock and Auger, who are my seniors, I ought not to be exposed to having any orders Countermanded by Commandants of posts inferior to me in rank.-
I therefore respectfully recommend that my duties as Asst Commissioner be confined to the Department of Virginia.-

Fanny Felton and Pleasant Wilson, Sisters of Lewis Wilson, 1st U.S.C.T. - with "Power of Attorney".-
Reuben Davis, 2d U.S.C Lt Art'y. with "Discharge".-
Evans Brooks, 2d U.S.C. Cav. with "Discharge".-
Henry Allen, 2d U.S.C. Lt. Art. with "Discharge".-
John Butler, 2d U.S.C. Lt. Art. with "Discharge".-

The four men last above named, enlisted previous to the call of July 18th 1864, and were mustered out of service before the expiration of their term of service, being no longer required.-
