I have the honor to report that orders for the restoration of Lands are sent from the Commissioners Office direct to the Superintendents of the Districts in which the Lands are located. As this creates confusion in the papers of this Office, I would respectfully ask, that, hereafter, such orders may be sent through these Head Quarters.

Ann Hearn — mother of Ephraim Hearn, late an Ordinary Seaman on board the U.S. Gunboat Fort Henry — application for back pay &c. due her deceased son — Application enclosed.
