Enclosed I forward you official copies of communications received from Asst. Supt's Lieut's W. L. Fernald and James W. Kay, relative to judgement given by the Freedmen's Court (while in operation) against whites in favor of Freedmen, for services rendered, and the refusal of the whites to comply with the decision of said Court.

I know of no way in which these judgements can be enforced, except by the arrest and confinement of the persons against whom judgement has been given, until the decision of the Court has been complied with. 

I respectfully ask for instructions.
