I have the honor to represent that the letter of Instructions in regard to "the issue of Rations from the Major General Commissioner, bearing date Septemr 27th, 1866, does not provide for the issue of Rations to others than "freedpeople" —
It has been the practice of the Bureau in this State to furnish rations to such white persons as have become destitute during the War, by reason of their adherence to the Union, when such persons have shown that they were unable to obtain subsistence from the County authorities.- 
The number of persons of this class fed by the Bureau during the month of August was one hundred and twelve (112)
As these persons are continually calling for relief, I would respectfully enquire whether any relief can be afforded them.-

I have the honor to submit herewith, extracts from the reports of a part of the Asst. Superintendents in each District. 
These extracts I think give a fair representation of Bureau affairs as reported by Officers throughout the State.- 
I beg leave to call your attention to the reported failure of Crops on the Peninsula, in localities where large numbers of. Freedmen are congregated, also to the class of cases yet unprovided for, in which Freemen are taxed, but are not allowed any benefit from the "Poor Levy" by the County Authorities.-
