Mr J.W. Bondurant of Louisiana has reported to these Head Quarters.-

I have also received transportation orders for James Mitchel, 87 adults and 12 children from Lynchburg Va. to Bastrop La. with endorsement order by your command referring the same to the Asst Commissioner Dept. of the Potomac, among other particulars deciding that the application of Mr. Bondurant should be "acted on at these Head Quarters instead of by Bvt. Maj. General Mower," but adding that "in all other respects" Mr. Bondurant will be required by the Asst. Comr. at these Head Quarters to comply with the Regulations of the Bureau relative to the transportation of Freedmen under contract from one State to another." 

I respectfully ask your attention to the fact that there are no destitutes reported at Lynchburg in the terms, or as is believed in the sense, of the 1st Paragraph of the Bureau Regulations on that subject. The parties with whom the contracts are made are not now dependent upon the Government for support and are not located at points where there is great destitution, neither are they liable soon to become, for any considerable time dependent on the Government for support. It is true that wages are low in the neighborhood and there has been an undue tendency of the freedmen to crowd into the city of Lynchburg, but the general district will, it is believed, employ and need all the labor in it. The situation of this vicinity is by no means like that of the Peninsula. 

I therefore respectfully request instructions and submit that unless the provisions of the Paragraph above referred to are suspended or revoked in this case, it will be impossible to apply for the transportation, as required

by Art. VI.II. Sec. 3. page 28. C. Bureau Officers Manual, the parties contracted with not coming from a place, or belonging to the class provided for under the first above mentioned paragraph.

De Lamater U.S. Vols., and Captain Geo L. White, Bvt. Maj: A.Q.M., U.S. Vols., be relieved from their present duties, and that I be authorized to assign to those positions, the Medical Director
