"Copy of Transportation Order" and
"Copy of Order of the Commissioner authorizing the issue of the transpn order".

In order that the policy of the Bureau "To have the Military and Bureau Districts co extensive" may be carried out.
I would respectfully request that the state of West Virginia be assigned to another, and that the Counties of Fairfax and Alexandria, to this Bureau District.

Owing to the many duties imposed upon me by reason of my appointment as Commandant of District No 1. I would respectfully ask to either be relieved of the duties of Asst. Commissioner, or that Bvt. Brig. Genl. O. Brown, A.A.A. genl, be authorized to sign the many papers requiring the signature of the Asst. Commissioner.
I believe that under the Military bill the power vested in the Commandant of the District is sufficient for all needful control of Bureau officers, without his formally holding the office of Asst. Commissioner.
If relieved, I would suggest that Bvt. Brig. Genl O. Brown be reappointed to the office.
