Commissioner,

General,
In reply to

your communication of the 22d inst in regard to Mrs. Royster and family I have the honor to state that I have personally examined that case of Mrs. Royster and find she is a widow who has this far been able to support her family, by keeping a boarding house, without aid from Government.
She thinks that she can do much better in Washington than in Richmond_ she is without doubt in destitute circumstances but is not a Refugee and is not among the classes to whom transportation is allowed by existing Bureau regulations.
Please inform me if I am to understand the letter of the Commissioner dated on the 22d inst. as a Special Order applying to Mrs. Royster's case.
