Howard Maj. Genl, O.O.
Commissioner,
General,
Three insane Freedmen are reported in this State, near Washington, as requiring medical treatment - As the transportation for themselves and attendants to Richmond will cost much more than their transportation to Washington - I would respectfully enquire whether these persons can be properly cared for by the Bureau in Washington, and if so if they can be sent to that city.
I am, General Very respectfully
