I have the honor to submit the following reports of the operations of Bureau Affairs for the Month of May 1867.

From reports received during the month, it became apparent, that in many localities the Freedmen could not obtain justice through the Civil tribunal. To secure this the accompanying Genl. Orders No. 31 & 33, were issued from District Head Quarters. It is believed that a judicious execution of these Orders will afford protection to the Freedmen.

The number of Freedmen aided by the Bureau during the past month was Three thousand eight hundred and fifty seven (3857), of this number Two thousand two hundred and seventy three (2273), were in Hospital.

The number of Refugees receiving rations was One hundred and ninety six, (196).

The number of persons, furnished aid under the Special Appropriation, was One thousand and thirty eight (1038) Adults, and One thousand four hundred & fifty one (1451) children, at a cost of Two thousand nine hundred and fifty two dollars, fifty cents ($2952.50)

Reports received from the different Sub. Asst. Commissioners during the month, show that there are in the State Two hundred and eighty six (286) Freedmen that are deaf, dumb or blind. Of this number One hundred and twenty two (122) men, Ninety one (91) women, and four (4) children are Blind - Two (2) men and (1) woman are Deaf & Blind -  One (1) man and One (1) woman are Deaf, Dumb & Blind- Thirty (30) men, thirteen (13) women and seven (7) children are Deaf & Dumb - Two (2) men and two (2) women are Deaf - Eight (8) men

and two (2) women are Dumb.

The educational interests have continued to prosper. The whole number of Schools in the District during the month was Two hundred and twenty (220) of which One hundred and sixty (160) are public free schools. The whole number of teachers was Two hundred and eighty four (284), of whom One hundred and seventy eight (178) are white. The whole number of pupils was Fifteen thousand one hundred and ninety seven (15.197) - of these Fourteen thousand two hundred and fourty six (14.246) are in the public free schools under the immediate patronage and supervision of the Bureau. The attendance upon these Schools has been unusually well sustained for the season of the year, and the discipline and progress of the Scholars has been most encouraging. The demand for the establishment of New Schools in various localities throughout the state is rapidly increasing.

The number of persons treated by the Bureau Medical Office for sickness during the month was Four thousand and sixty four (4064), an increase of Three hundred and twenty (320) from the previous month - the number remaining under treatment at the end of the month was One thousand five hundred and fourty seven (1547).
