Respectfully returned to Capt. W. P. Austin, Supt. &,  who has authority to select a man who with one selected by Mr. Taylor may fix upon the amount of rent to be paid Mr. Taylor from the date of his pardon.

If these two fail to agree, they may select a third party to act with them - the report of the majority of the three will be submitted through these Hd. Qrs. for the approval of Maj. Genl. O.O. Howard, Commissioner.

These persons will admitt the right of the Government to all wood and lumber cut upon the premises prior to the date of Mr. Taylor's pardon, whether such wood and lumber has been removed or is now on the premises- and the value of such wood and lumber now remaining will be deducted from the rent, until the report herewith ordered is approved or disapproved. Capt. Austin will not remove either wood or lumber from the farm.

This agreement made this 31st day of October 1866, between the Bureau of Refugees Freedmen & Abandoned Lands through Capt. W.P. Austin, Sup. 1st Dist. of Virginia duly authorized to act in the premises and W. E. Taylor of Norfolk, Virginia, witnesseth "That where a certain tract of land known as "Taylor's Farm" belonging to the said W. E. Taylor has been in possession of the said Bureau, and the Government admits the said Taylor to be entitled to Rent therefor since the date of his pardon, 10th day of Sept. 1865, and instructions have been received by the said Capt. W.P. Austin from Genl. O. Brown, Asst. Comr. of Va., of said Bureau to the following effect to wit -" To select a man who with one selected by Mr. Taylor may fix upon the amount of Rent to be paid Mr. Taylor from the date of his pardon. Jackson and W.E. Taylor selects and appoints on his own part Dennis Simmons, who shall proceed as directed in the instructions herein before recited. - And it is further agreed that the third person referred to in the above instructions shall be selected by the said Simmons and Jackson before they proceed to act, and that the reports of the said arbiters shall be made as soon as practicable - Each party to be at liberty to furnish statements to the arbiters verbally or in writing.

The undersigned Dennis Simmons and Thomas P. Jackson named as Arbitrators in matter pending between W. E. Taylor Esq. and Bureau of Refugees, Freedmen and Abandoned Lands - as to amounts of allowance as annual Rent of the farm known as Taylor's Farm, since September 10th, 1865 to be paid to said W. E. Talor I award as follows: viz:
