I have the honor to report that Capt. E.B. Gates, V.R.C., has just brought to these Head Qrs. copy of S.O. 117, dated July 27th inst. from your Head
Qrs. ordering "him to report for assignment to duty at Warrenton" in this State, and not for General assignment to duty as has been usual. No copy of that S.O. has been received here, and no order relieving Lt. Chase, now on duty as A.S.A. Comr at that point. Apart from any such order I beg respectfully to state, that there is no cause known at these Head Qrs why Lt. Chase should be relieved, while there is reason to relieve another officer in another portion of the State. 

In the absence of Genl. Brown, and being apprehensive of a clerical error in substituting the word "Warrenton" for "Winchester" in same correspondence which I am aware Genl Brown recently addressed to the Major General Commissioner, I respectfully ask for further instructions with regard to the

assignment of this officer.

I have the honor to report that the "Circular Letter" of May 15th 1867 from Hd Qrs, Bureau R. F. & A. L. copies of which were sent each Sub. Asst. Comr, has been responded to from many of the officers of the Bureau in a manner to promise most hopefully.

In almost every case however, there is a call for the constitution and by-laws of the society supposed from the first paragraph of the above mentioned circular to be in existence, in order to furnish an approved mode of organization.

I have therefore the honor to request that 100 copies of the Constitution and By-laws of that organization be furnished for distribution.
