I have the honor to acknowledge the receipt of G.O. No. 86 Hd Qrs. of the army, also Circular Letter of Sept. 13th from your Head Qrs. After conference with General J.M. Schofield, it is decided that a large reduction can be made of clerks and employees on the 20th inst.

Nearly all officers and agents of the Bureau in the District are on registration duty. Many of these can be relieved after the completion of such duty.

General Schofield will write the Adj. Genl of the Army, in regard to the retention of officers and Agents under Genl O. No 86.
