I have the honor to acknowledge the receipt of communication dated Decr 2nd 1867, from "Claim Division" Bureau Head Quarters, enclosing the discharges of Robert Parrott and Thomas Drake, both formerly of Co "F" 38th U.S.C. Trps: whose claims for Bounty have been collected.

I have the honor to ask for instructions under  Sec: 14. of the "Act, to amend an Act, to "establish a Bureau for the Releif of Refugees and Freedmen." The only authority conferred by Congress upon the Bureau for the protection of Freedmen is in the section above named, and this authority can only be exercised by the Commissioner and Officers of the Bureau. 
The Commanding Officer of this District, believes that Civilians, under the law, cannot exercise this authority and will prevent it unless instructed otherwise,

as orders have been issued for the muster out of all Volunteer Officers I would respectfully solicit instructions on the subject.

General, 
In reply to your communication of the 2nd inst: - I have the honor to forward herewith a list of persons discharged for exercising the Election Franchise contrary to the wishes of their employers.
A few Divisions have not yet been heard from, the reports from these divisions will be forwarded as soon as heard from.
Every effort will be made to furnish employment for the persons discharged, and to prevent suffering among them for want of food.
I do not think many cases have occurred in which Freedmen have been intimidated from voting, by the threats of theirs employers, although such threats have been common.
I will use every effort to check the evil but do not see how it can be prevented.
