I have the honor to request that Mr J.N. Croft be appointed as Agent of this Bureau - at a salary of $100 per month to date from Jany 1st 1868 - in place of Lieut. Morton Havens, V.R.C. about to be mustered out, and that no appointment be issued to Lieut. Havens.

Being satisfied since my communication of yesterday that the usefulness of 2nd Lieut. Morton Havens, V.R.C. in the Bureau

is affected by local causes, over which he has no control, and that he will make a valuable Bureau Officer in some other locality - I would respectfully recommend that he be appointed as a Civilian Agent, and that no appointment be issued to Capt. E.B. Gates, V.R.C.

The number of Freedmen aided by the Bureau during the past month was One thousand eight hundred and ninety four (1894), of this number Eight hundred seventy two (872) were in Hospital.
