I have the honor to request that Mr. A.G. Deacon may be reappointed as an Officer of this Bureau to date from March 1st 1868. - Lieut. Deacon has lost an arm in the service and would be a good Bureau agent but for the habit of useing too freely intoxicating liquors. As he has signed a pledge of which the enclosed is a copy, I am desirous of giving him another trial. 

It will doubtless be necessary to increase the number of Bureau Agents in the State to a considerable extent, to secure fully to the Freedmen their right to vote in the coming election and to protect them from injurious consequences from the exercise of the rights.
