To guard against the coercion and undue influence that may be bought to bear upon the Freedmen in the coming election, I deem it necessary to increase, temporarily, the number of Bureau Agents in the State.
I would therefore respectfully request the appointment of Mr John Burke, as Agent at a salary of 100 per month, to date April 1st 1868._
