purpose of giving the materials to Freedmen to build houses with. On the 13th Sept. this paper was forwarded to Washington, Approved, and on the 16th Sept. was received back with authority to make the expenditure under S.O.129, Ex.1, Series.
1867, War Dept. Bureau &c.- General Armstrong was instructed to make the expenditure authorized.-

The three transactions commented upon by Genl. Whittelsey are similar to those above quoted and are as follows - viz:

1st On the 26th Dec. 1867, Genl. Armstrong requested permission to tear down one of the Hosp'l Wards at Yorktown, and use the material in constructing a School House.- On learning that the building was the property of this Bureau, authority was given Genl Armstrong to expend the same.
 
2nd On the 26th Dec. 1867, Genl Armstrong requested permission to expend several buildings (location not given)for the purpose of aiding Freedmen to erect dwellings. 

On learning that the buildings were the property of this Bureau, authority was given Genl Armstrong to expend the same. 

3rd On the 10th February 1868, the "Am. Miss Assn" requested such Bureau buildings on the "Wood farm" as could be spared.
 
The application was referred to Genl Armstrong, and on the 14th February by endorsement, he recommends that 3 buildings, Bureau property, already authorized to be expended in aiding Freedmen to erect houses, but not yet so expended, and not needed for that interest, and not required for Bureau purposes, be turned over as requested. Capt Geo. Q. White was authorized to expend the buildings. 

S.O. 129, Series 1867, from Bur. Head Qrs as amended by S.O. 167 same Series- reads as follows, viz: "The lumber and building materials, old and new, borne upon the papers of the Disbursing Officers of this Bureau, will be expended for School Buildings and Asylums, the latter including tenements for poor Refugees and Freedmen, in accordance with the provisions of an Act entitled "An Act making appropriations for the support of the army for the year ending June 30th 1868, and for other purposes" approved March 2nd 1867."

"In all cases of repairs or partial construction the lumber and materials may be expended, and authority is hereby granted to drop the same from their returns"

Upon examination of G.O. 15, Series 1867, A.G.O. publishing the Act of Congress above alluded to, (the only copy we have received) no information appears on this subject.

The Asst. Comr considered that authority was given to drop the before mentioned property from the returns by the last Par. of S.O. 167, Hd Qrs Bur. R.F. & A.L., dated Washington, Oct. 25th 1867, the expenditure being for "repairs and partial construction".
