I have heard that thou would like to have the views of some Friends who have been engaged in this work.
 
Well, what is the stand point from which we are to look at the subject. Let us suppose we have free soil, free labor, free speech; if to these we could add free ballot then there should be little more asked by the Negro than "a free field and no favor"

But the last is yet withheld, and therefore the Colored man is still subject more or less to the Caprice and Cupidity of the white man without the natural and full measure of redress, which should be the inherent rights of every Citizen of our Republic.

We are Compelled yet in working for the Negro to operate on a ricketty platform, and to move very Cautiously with a defective bill of rights

But now for my queries- First - what power is given by law to Commissioners of the Freedmens Bureau.
