2nd Can they establish schools and provide for teachers throughout their district. 

3rd Can they aid in establishing Orphan Asylums for destitute children, and shelter or hospitals for the sick and aged. 

4th Can they interfere with or arrange the question of wages between the Freedmen and their employers in rural districts. 

5th Will they have authority to allot lands to such Freedmen as wish to cultivate on their own account, and, will there be any facilities offered to Freedmen to purchase small tracts of land. 

I might add other questions but the above are probably more than enough for one letter - If thou can spare the time to ponder a little upon them and give me thy views with any enlargement thou may think proper, I will lay them before our two associations in Philad'a, which Comprise some of our most judicious men, who are
