At the request of Prof. N. H. Woodbery I have been acting as Supt of colored schools in their city doing whatever I could, to establish schools for the different associations.

Having had no Official recognition I have been embarrassed, and unable to carry out the plan proposed fully, to wit "system after the Norfolk & vicinity model" some teachers, and representatives of different Associations failing to appreciate its advantages, and practicaly, ignoring Mr Woodberys permission, or my suggestions as his superintendent.

I shall not be able successfully to carry out your plans so important to the general interests, without such recognition by yourself, as to receive the cooperation of these irresponsible, and individual parties and interests. By being, thus "armed and equipped" a proper person would soon be able to perfect a well colored system of schools in the important field.
