Dear Sir -

The enclosed circular tells you concisely the object of this Commission -

You will observe that one object which we propose is the furtherance of emigration.  To this end we desire to obtain information as to the price & value of marketable lands, for dissemination throughout the Northern States.

Mr Woodbury has just called on me in respect to our general work, & it is at his suggestion that I write to you.  He thinks that you will direct your assistants & sub commissioners to report to us through yourself, or directly, where lands can be obtained at reasonable prices, either of Govt. or by tax sale, or by private purchases.  We should be much obliged to you if you would
