Penn'a. Freedmen's Relief Association
No. 424 WALNUT STREET, PHILADA.
9 mo. 30, 1865.

To H.B. Scott.
Acting Asst. Commissioner Bureau Refugees Freedmen &c.

Respected Friend
Thy favor of the 27th. is duly received, and so explicit as to leave us in no doubt as to the status of the property in question. We are pleased to be relieved of suspense, but regret that the Presidents policy will drive so suddenly from their homes, so many hundreds of freedmen. We have made inquiries respecting purchase of lands but can find none worth purchase except at rates from 20 to 100 pr. ct. higher than before the war.

Very Respectfully,
J.E. Rhoads
on behalf of Freind's Freedmens Relief Assn. of Philada.

H.B. Scott
Acting Asst. Commr.
