Upon a reference by Maj. Gen D.H. Rucker, C.Q.M. Depot of Washington, of a letter of Capt S.B. Lauffer A.Q.M. (Copy enclosed) inquiring in regard to the issue of Forage to Officers of the Freedmen's Bureau, the following instructions under G.O. #49 Q.M.G.O Aug 21. 1865 were furnished by the Qr. Mr. General.
