Plantations under charge of the Freedmen's Bureau.

Public animals employed on these plantations should certainly be fed by the product of the farms.

Public animals at Posts where there are no plantations, will be foraged by the Q.M. Dept. but at such places, the Freedmen's Bureau should keep very few public animals.
