HEAD QUARTERS DEPARTMENT OF VIRGINIA,
Richmond, Va., Sept. 20th 1865.

Col. O Brown:
Assis't Commr Bureau Freedmen, &c.

Sir:

The Major General commanding instructs me to say, for your information, that the commanding officers of the Sub-District of Fauquier & Essex (Dist. of N. E. Va.) mention in this weekly report that your subordinate officers in those Sub-Districts have not received a full instruction as they desire.

And Major Gen. S. S. Caswell Commanding the District of N. E. Va., suggests in his last report that it would be mutually convenient if your Assistant Superintendent for your 10th District were to be allowed to locate his Head Quarter at Fredericksburg instead of King George Court House. He thinks that each could work more effectively. The suggestion is submitted for your consideration.

Very respectfully
Your obdt serv't
J. R. Hawley
Brig Gen & Chf of Staff
