General
I have the honor to represent that I have been acquainted with Mr Robert M Rain, of Thomsville since June last, that I have always found him be truthful and honorable, as the acting agent, of an extensive Cotton, ware-house, in all his representations & dealings with the Government,— Under orders. I seized the contents of the Ware-house, from which the Government receive a very large quantity, and Mr Rain has ever shown the disposition to afford, when requested, all information in his possession relating to the amount, condition, and ownership of all such Cotton, without regard to his personal interests——
He has exhibited to me his Parole, and his certificate of his oath of amnesty, and I trust you will find it consistent with your duty, to restore to him, his House at Portsmouth, Va.
