My Dear Sir:-
Gen'l Torbert reported here yesterday and left for Richmond today. He expects to get a leave of absence for 30 days, during which time he wishes me to continue in command. I desire however my order from Gen'l Terry placing me on duty as Inspector Gen'l Freedmans Affairs, for this state.
I can command here and at the same time inspect and report on Freedmans affairs in this region.
I have several suggestions to make to you concerning permanent residences for Freedmen who are very old or very indigent, which I feel quite confident you will approve, and which shall be made as soon as I can get the authority to do so and time to move
