Chief Quartermaster's Office, DEPARTMENT OF VIRGINIA, Fort Monroe, Va., May 30th 1865. Capt. O. Brown A.Q.M. Supdt Negro Affairs Norfolk Va Captain, Your telegram of yesterday received. I have written to the Maj. Gen. Commanding, explaining to him that as the produce received from you has passed through both your papers and mine on invoices and receipts, to make vouchers for it now, would be impracticable, and have suggested to him that the better way would be, for you to make an estimate for the amount you require, to be approved by him. Had you not better send the Estimate as in form No. 9 to him at once? If approved by him I will transfer to you as A.Q.M. Very Respectfully Your obt servant Wm L James Col & CQM
