In the Case of US. vs. J M. Pullen, (civilian) investigated before Military Commissioner, of which Lt. Col. R.V.W. Havard, 3d Va Artillery was President. 
Endorsement on the papers referred to Commissioner

JM. Pullen, Says his property was seized by order of Genl Butler, and applies for investigation and relief. 
Feb 25th 1865. Respectfully returned with report of Military Commissioner. It appears from the evidence, that Mr JM. Pullen, left Norfolk, anterior to the War; and that he has never participated in the present Reblion. The Commission deem him loyal; and a fit subject for Execution Clemmancy. In reference to the letter appended and marked ("B."), the Commission was unable to obtain a Certified Copy at Hd. Qrs. Dept. in consequence of the letter not having been filed. Mr Pullen states that the letter appended is not a transcript but embodies the statements made by him to Maj. Gen. Butler, which is corroborated by the testimony of the Witnesses. The reply of Maj. Genl. Butler is also appended and marked "C."
