The order of this Department dated September 17. 1864, requiring bills for job printing to be submitted to the assistant Secretary of War to be audited prior to being paid, applies to all bills outstanding and unpaid at the date of the order, as well as to those accruing afterwards. 

The same construction is put upon the order of April 8. 1864, related to advertising.

That is to say -

From and after April 8. 1864, no officer had authority to pay any bill for advertising that had not been endorsed, approved by the War Department, nor after September 17. 1864, any bill for job printing not so endorsed.
