There are about 300000- colored people in my dept 100000 of all sorts will have to be provided for
 have districted the Department four or five counties to each [[strikethrough]] a [[/strikethrough]] District garrisoned by from one to three Regiments [[strikethrough]] and [[/strikethrough]] each & commanded by Brigadiers or Colonels- who are issueing to destitute, and establishing labor farms for [[strikethrough]] such as [[/strikethrough]] the unemployed & families-
Reports are arriving of what is done and needed- am issueing, Seed, food- horses - plows -waggons, and farming implements- have ordered 106000- one hundred & six thousand yards of wool cloth- and 40000- yards cotton cloth to be made here which will be ready for the unemployed colored women to work up
