The Morning Chronicle brings us conformation of the ill treatment of the Freemen of Richmond.

This state of things was early foreseen and referred to by worthy citizens of Virginia in conversation with myself soon after the fall of Petersburgh.

Knowing this to be one of the most difficult problems to solve, connected with the reconstruction of society in the South, and [[strikethrough]] and[[/strikethrough]] that the Bureau would not reject any plan that might seem to be practiceable coming from worthy citizens of Virginia, disposed to deal fairly by the colored people, I submit the following.
