Please report to this Office, as near as you can estimate the same, a fair rate of compensation for Refugees & Freedmens labor within your District. Report as soon as possible and classify somewhat as follows: 

Able bodied men, field hands.
Able bodied women, field hands.
Women Cooks, house servants &c.
Mechanics, tradesmen &c.
Boys & Girls fourteen to fifteen years of age.

State the rate of compensation with Quarters, food, clothing
