B 26 RF & AL. 1865 Bureau Refugees &c. &c. Hd Qrs Asst Comr Richmond Va 22d June 1865 Brown C. O. Asst Comr Reports that under the operation of Genl Order No 110. CS. War Department a large amount of property will come into possession of the Bureau. Asks if property of every description as Recruiting Fund, Civil property shall be accounted for accordance with Par 22 Genl Regulations & Page 512 Revised Regulations R'd 8 July Recd Bureau FR&AL June 24/65. B.160. War Department Bureau Refugees Freedmen &c Washington July 3 1865 Respectfully returned. Recruiting funds, "civil property" & such funds will not be taken up on Quarter Masters papers. Funds arising from or connected with freedmens affairs must be kept separate from others and accounted for to the Chief disbursing and accounting officer of the Bureau (Col Balloch). Quarter Masters funds proper will, of course, be taken up on Quarter Masters papers. The paragraph referred to means simply that property should be accounted for in the same manner as mentioned therein and not that funds arising from sources outside of the War Dept and not connected therewith, should be thrown therein - By order of Maj Gen Howard J.T.
