Colonel. William Silvey Esqr, who for the past two years has been employed in the Treasury Dept. at Alexandria. Va has applied for a position in the Bureau and I have referred him to you. He is a Citizen, and as you know, Congress has made no appropriation of funds to pay such. He is willing, however, to work and wait for his pay until an appropriation will be made by the next Congress for the payment of such employees. Mr Silvey is an old acquaintance of mine. formerly from Ohio - I know him to be very energetic and I believe capable-
