Richmond, Va.

Colonel,
I am directed to acknowledge receipt of yours of 23d inst. Issues by the approval of the Post Commanders will be continued for the present, but it is desirable to have the estimates for the amount of provision, clothing and fuel required for the ensuing quarter as early as practicable, Genl. Howard appreciates the difficulties under which you labor, and knows you will spare no personal labor and pains to overcome them.

Could you not by application to the Dep't or District Commander have good clerks detailed for you? if not it would be well to hire one or two citizen clerks with your present pressure in the organization of your Districts.

The ensuing quarter commences with the 1st of July.

Very Respectfully,
Your Obt. Servt.
Saml L Taggart
Asst. Adjt. Genl.
