I have the honor to inform you, in reply to your letter of the 28th [[?]]. that the Quarter Master General directs that transportation be furnished the colored women and children now at Richmond, on the first available transport from any Northern port to Texas. 

One notification will be given of the sailing of any vessel for New Orleans, or the coast of Texas.
