Office Supt Negro Affairs
Yorktown Va June 24, 1865

Colonel

I have the honor to state that in compliance with Par: 3 General Orders No 26. Feby 22, 1865 Head Quarters Depart of Va, I organized on the 11th April last a Police Force of thirty two men for duty in this District. These men have received no pay since their organization and there is now due them twelve hundred and ninety eight dollars and seventy cents ($1298 70/100). I presume they are to be paid from the funds of the Negro Depart, but as the order does not positively say so, I respectfully request that I be given the necessary authority to make the payment from the funds of that Department.

These men have been of very great service in preserving order in the District and I am exceedingly anxious that they shall be paid as soon as possible- I inclose [[enclose]] herewith a copy of Genl: Orders No 26
