Hartruff, and the Secretary of War said that Genl. Howard should not for a moment entertain the [[strikethrough]] notion [[/strikethrough]] matter of Staff limitations.

Genl Howard directs me to say that everything you have done so far meets with his approval; and that it is not necessary to have bonded officers, in all cases, as your assistants, but all of such assistants must strictly account for all funds received and disbursements made.
