Colonel:

Your communication of the 16th inst. relative to the cutting of wood & lumber on lands that have been set apart &c is received. I presume you are correct in your opinion of the law in the matter, and your views of it have heretofore occurred to me. I will see the Attorney General and the President, and have some definite understanding from them in regard to questions of this nature. I hope to have some proper regulations on the subject of confiscated & abandoned property soon but it is extremely difficult to arrive, at any well, determined course, when there are so many different opinions.
 
But in the meantime do as you think best in
