of transportation already exceeds the appropriations made for it by Congress and advises the Commissioner to be as careful as possible in adding thereto, but we must continue to furnish transportation when necessity and humanity demands it, and where in the end it will prove a benefit & saving to the government.
Cannot an arrangement be made with the several Railroad Companies to transport at greatly reduced rates such freed people as you shall designate are entitled thereto.
